The network of excellence is thus only meant to play the initially important role of transferring technology to the individual countries, in order to build up, in the long run, local companies capable of carrying through the contracting of the projects, the implementation and balancing on the grid and even to start producing energy techniques relevant to the projects. Wind People has, for example, introduced the concept to major European turbine manufacturers in order to clarify the possibilities of purchasing the large amount of turbines needed for the national programs. The response has been that in the beginning the turbines could be imported, but that after a very short while it would make more sense for the manufacturers to begin producing turbines in the countries Wind People will be implementing the national programs –in the beginning with the less complicated towers, but later on also the more complicated technology such as generators.
